The City of Baxter requires specific applications and checklists for development, subdivision, and site improvement projects. These documents help ensure projects comply with Baxter City Code, zoning regulations, and infrastructure standards.
All applications should be submitted electronically to city@baxter-iowa.com unless otherwise noted. Early coordination with City staff is encouraged.
Preliminary Plat Checklist
A Preliminary Plat outlines the proposed layout of a subdivision, including lots, streets, sidewalks, utilities, and drainage. It is used to identify potential issues before construction begins.
Preliminary Plats are required for major subdivisions and optional for minor subdivisions. Approval is required before construction plans may proceed.
Final Plat Checklist
A Final Plat is the document recorded with the Jasper County Recorder after public improvements are completed or bonded. No building permits or certificates of occupancy will be issued until a Final Plat is approved and recorded by the City Council.
Final Plat approval confirms compliance with City Code and acceptance of required infrastructure.
Site Development Application and Checklist
A Site Development Plan demonstrates how a project complies with Baxter’s zoning and development standards. Site Plans are required for most commercial, industrial, and multi-family projects, as well as parking expansions, new structures, or changes that increase impervious area.
Jasper County Building Permits
In addition to City approvals, many projects also require a building permit through Jasper County. County permits are typically required for building construction, structural work, and inspections.
City approvals must be obtained before or in coordination with the Jasper County permitting process. Applicants are responsible for ensuring all required permits are secured.
